It's possible to set the service status to public and private when creating a service but you can also change it later.

How to change the status when creating a service: 

If a service is public then it's visible to everyone in the marketplace.

If a service is private then it's not available or visible in shop, but you can pre register a member so he gets an unpaid invoice.

You can also set the service status to private but the option public. That means that it's only visible to those that have access to the link for the service.
